Procurement strategy
Developing the procurement route, contract model, package structure and risk allocation strategy that suits the specific asset, programme and owner risk appetite — before the tender process begins.
Demolition Procurement
Independent procurement advisory for demolition and decommissioning projects — procurement strategy, tender preparation, market engagement, evaluation and contractor selection for complex industrial asset work.
What we do
Demolition procurement is rarely improved by issuing a tender earlier. It is improved by doing the right planning before tender release — defining the scope, understanding the risk profile and designing a commercial model that suits the actual delivery challenge.
Professional Projects Group provides independent demolition procurement advisory — helping asset owners structure tenders, engage the market, evaluate submissions and select contractors in a way that reflects the actual risk and complexity of the work. We work for the asset owner, with no interest in any particular contractor or delivery approach.
Procurement services
01
Developing the procurement route, contract model, package structure and risk allocation strategy that suits the specific asset, programme and owner risk appetite — before the tender process begins.
02
Preparing tender documentation including scope of works, conditions of contract, pricing schedules, technical specifications, information schedules and evaluation frameworks that support competitive and controlled procurement.
03
Pre-tender market engagement, contractor briefings, site visits and information management — identifying and engaging the right contractors and improving tender quality before commitments are made.
04
Independent evaluation of tender returns — assessing scope compliance, methodology, programme, resources, experience, qualifications, exclusions, commercial conditions and risk allocation, not just headline price.
05
Supporting the contractor selection process — clarification meetings, reference checks, capability assessment and recommendation to the owner, providing a clear and defensible basis for selection.
06
Supporting contract negotiation — reviewing departures from tender conditions, assessing risk allocation, advising on commercial terms and supporting the transition from tender to contract.
Why independent
The lowest demolition tender price does not necessarily represent the lowest final project cost. Important exclusions, qualifications or different interpretations of the scope can materially change the commercial position after contract award. An independent adviser provides the owner with a separate line of sight on what sits behind the price.
Independent procurement advisory also improves the quality of the tender. A well-structured procurement package — with a defined scope, clear risk allocation and realistic programme — attracts capable contractors and supports competitive tension. A poorly structured package produces conservative pricing, extensive qualifications or claims.
Professional Projects Group has no preferred contractors and no delivery arm. Our procurement advice is shaped entirely by the owner's outcome. We work exclusively for asset owners — with no commercial relationships with contractors and no interest in any particular procurement result.
Common questions
The right procurement model depends on the quality of scope definition, the risk profile of the work and the owner's risk appetite. A lump-sum contract can be effective where scope and conditions are well understood. For complex industrial assets with uncertain conditions, alternative approaches — staged packages, early contractor involvement, schedule-of-rates mechanisms — may provide better commercial control.
The demolition contractor market in Australia is relatively concentrated. For major industrial demolition, a shortlist of three to five prequalified contractors is typically appropriate. Inviting too many tenderers reduces the quality of submissions and the willingness of capable contractors to invest in a competitive tender.
Demolition tender evaluation should assess scope compliance, proposed methodology, programme, plant and equipment, project resources, relevant experience, assumptions and qualifications, exclusions, commercial conditions and risk allocation — not just headline price. An independent estimate provides a benchmark for this process.
Hazardous materials risk allocation is one of the most commercially significant decisions in a demolition tender. Transferring unknown hazardous materials risk to contractors typically results in significant risk premiums or exclusions. Owners generally achieve better outcomes by completing a thorough hazardous materials survey before tendering and retaining responsibility for known contamination.
Procurement advisory is most valuable before the tender is issued — when the procurement strategy, package structure and risk allocation are still being determined. Engaging an adviser after the tender is issued limits the options available and may require the tender to be reissued if the documentation is inadequate.
